Given the increasing stress on the world's oceans and coastal resources from population
growth, climate change, and other factors, it is vital to grow capacity—the people, the
institutions, and technology and tools—needed to manage ocean resources.

recommends ways for governments and organizations
to strengthen marine and coastal protection
and management capacity.
