| Analytical Methods and Approaches for Water Resources Project Planning (2004) This report reviews the analytical and planning methods employed by the U.S. Army Corps of Engineers, focusing on planning steps outlined in the federal Principles and Guidelines document and in the Corps Planning Guidance Notebook. The presentation of clear and comprehensive Corps of Engineers planning studies is often hindered by larger issues such as inconsistent legislation, and a limited degree of inter-agency collaboration. The report thus recommends that the administration and the Congress, in cooperation with the states, work together to reconcile inconsistencies within national water-related policies, and also recommends the creation of a body to coordinate water policies among federal agencies with water management responsibilities.
