| Army Corps of Engineers Water Resources Planning: A New Opportunity for Service (2004) This report reviews and summarizes the other three reports. The report recommends that in order to provide a sharper focus within the Corps ecosystem restoration program, that the CorpsÂ’ primary environmental mission be the restoration of hydrologic and geomorphic processes in large river and coastal systems. The report notes that in the future, the Corps will continue to build new projects and serve traditional clientele, but that budgetary, environmental, and social trends also suggest that there will be a decreased emphasis on new project construction and a stronger emphasis on better management of existing infrastructure. The report thus recommends the creation of a new study authority that will help the agency reorient its planning focus toward a stronger emphasis on operations of a large, existing water control infrastructure.
